My 12 (nearly 13) year old wants to pitch his MG novel. Does he have to join or can I put his pitch in for him? He's working on his three line pitch and synopsis now.

You can definitely pitch for him, it's up to you. We do ask that you be at least 13 to join the forums. I doubt there will be adult content in Pitchfest, but you never know.
